After being present and focused, the second step to giving great answers is the most obvious and sometimes the most difficult.
Then imagine a heated discussion with another person. And you want to say something brilliant, a solution that will be super duper the best ever heard, known and imagined. You can not wait any longer and you cut the other person in the middle.
When I talked first with Mr. „I give the quickest answer to any problem“, he knew that something was wrong. A lot of discussions he had with his subordinates or colleagues ended up in a conflict.
The first step he wanted to do differently was to let people finish speaking. He was struggling. Eventually, he decided to count to five. Such a cliché! Strangely it worked for him. At work and at home too. If someone else has told him to count to five, he would have sent him you know where.
His tip to know when people finished talking would be:

Maybe I should train this part again and again. By letting people finish talking, I would learn much more, avoid unnecessary misunderstandings and give more intelligent answers.
